Estimating self-employment income for Marketplace coverage

Project net business income, legitimate expenses, seasonal variation, and later reconciliation without using gross receipts.

Ruling
Marketplace self-employment income generally follows expected net profit, not gross customer payments. Estimate annual revenue minus ordinary and necessary business expenses, then update the application when the forecast materially changes.

Build a year-to-date forecast

Start with bookkeeping through the latest closed month. Add signed work and a reasonable pipeline, subtract expected deductible business costs, and account for seasonality. Keep a worksheet and supporting statements if the Marketplace requests verification.

Separate business and personal deductions

Business expenses affect net profit. Above-the-line deductions such as the deductible part of self-employment tax and retirement contributions affect AGI elsewhere. The self-employed health insurance deduction has a special interaction with PTC.

Decision example and mistake

A consultant enters annual client billings as household income and ignores business expenses, understating APTC. Another enters only current cash after a slow month. Both mistakes fail to estimate full-year net profit.

Forecast net profit, not revenue

Update a year-to-date profit-and-loss statement with supportable business expenses, then project the remaining months. Schedule C net profit affects AGI and may also interact with the deductible part of self-employment tax and the self-employed health insurance deduction. A Marketplace estimate based on gross receipts can materially overstate household income.

Preserve dated forecasts so a final result different from the application estimate can still be shown as a reasonable projection when made.

  • Use business records that separate personal and deductible expenses.
  • Refresh the forecast after a major contract, cancellation, or equipment purchase.
  • Reconcile the final Schedule C result to Form 8962 household income.
